I opened a Sound file as a "Custom Prototype" strip and discovered that when I clicked on the re-size box in the corner, the window shrank to a small size and I couldn't enlarge it.

I don't use this feature much, but I'm sure this is new behavior. Last time I tried it (months ago) it worked fine.

Hi Bill,
Tried to replicate this just now but couldn't get it to happen. Could you please email us a screen shot? (Did you try resizing by grabbing the red corner at the lower right of the window just to recover?)
