any way to get a midivoice to give priority to the highest or lowest note played instead of the last note played?

Given the potential for small polyphony-processor hungry sounds, it seems like it would be built in but I haven't come across it in the docs and I can't figure out any tricks.

The default voice-stealing is round robin as you've already discovered. There isn't an automatic way to switch to a different voice-stealing policy. It is possible to implement a highest-pitch priority using SoundToGlobalControllers, but it is pretty ugly. (If you really really want to see it, let us know)
