I imagine there might be a clever way of implementing this in Kyma with capytalk, but I'm more interested in having this as a global preference than in having to set it up individually for each event parameter in a sound.

Basically, it is a convenience when you don't have a motormix that sets itself automatically to the current fader settings in a sound. What it means is that when you send a midi cc message to Kyma, the fader won't jump to that value until you send it the value that the fader currently holds - so you move the physical fader, and the VCS fader picks up the movement when you pass it's current value. Reaktor has an implementation of this feature, as well as other software, I'm sure.

As it is, the workaround is to move all your physical faders to get the hardware and software in line before you start playing, or to just live with the jumps.

So if you wanted to decrease a parameter value, but the physical fader is below its current state, would you first have to increase the fader, push the value up a little bit, and then decrease it?

Yes - unfortunately, that is the case. However, it beats jumping values at inopportune times.
