The upper and lower key limits don't seem to work in the KeyMappedMultisample. Regardless of how I set them, every
key on my keyboard triggers a sample playback.

The keynumbers within the range are the ones that are mapped to samples. Keynumbers above the range are all mapped to the same sample as the top keynumber within the range (and keynumbers below the range are all mapped to the same sample as the lowest keynumber in the range).
To avoid triggering on keynumbers outside the range, put the KeyMappedMultiSample into a MIDIVoice and set the range in the MIDI voice to the range you want. Then it won't trigger at all outside of that range.
