You could try using a Compressor plus Limiter or an Automatic Gain Control. Or you could construct your own Automatic Gain Control:
Put an AmplitudeFollower on the input
Paste the AmpFollower into a Constant and take the inverse, e.g.

[ampFol] L inverse

Multiply the Constant by the Input (delayed by the TimeConstant of the AmplitudeFollower)
